This is probably a simple question, but is there a way to retrieve the PAC Control Strategy that has already been downloaded and is running on a SNAP-PAC controller? I can’t seem to figure out how to do it in PAC Manager or PAC Control.

You must have an archive stored in the controller… as long as its there…
PAC Terminal to the rescue.
Right click on the controller name and select upload -> Strategy archive.
