We are moving a number of R1 controllers from 1 facility to another. The IP addresses will remain the same but the Subnets will be changing. Must I change the Subnet using PAC Manager and then reinstall the strategy? Or, because the IP address does not change all should be ok without reinstalling the strategy?

Changing the IP address/subnet does not erase the strategy.
So just use PAC Manager to change the subnet and you should be up and running in no time.
(You will still be using the ‘Change IP’ tool, and entering the same IP and the different subnet).
