SNAP-PAC-R2 Firmware '...FTP Session Failed'

Am trying to install firmware R9.5h onto an R2 brain with R10.3 b firmware. Trying to troubleshoot some older alarm logic in Strategy, thinking this may help.
But, regardless, I continue to get the “172.25.0.9 - Attempt to open FTP session failed”., note: the IP address is correct. I have tried using PAC Manager 9.0, 9.6 & 10.2; all produce the same error. Following the directions in the PAC Manager User Guide. I thought I had trouble with this years ago, but can’t locate any Opto help information on this.
Thought the forums would be a good starting point.

In PAC Manager… Under Communications -> Network Security.
Check what port FTP is on and if you have a user/pass set on it.

Ben, I will get back to you on this. Have not had a chance to reconnect to them with PAC Manager for the info. I will post when I check.
