Questions about Siemens R1 controllers and S7-226 PLCs

Hello everyone.
Can a Siemens S7-226 PLC be used as remote I/O for an R1 controller?
Our customer currently runs an R1 controller with GROOV-SVR-WIN-BASE. They would like to expand I/O by using several Siemens S7-226.
Is this possible? If so, how can this be implemented?

Modbus-TCP with the PAC Control Modbus Kit is the only way. If the S7 supports Modbus-TCP slave mode.
