No.
EDIT 20 hours later… I had to talk to the hardware guys to get the details, but long story short, the Stat LED - actually most of the LED on both RIO and EPIC - are not driven by Linux kernel addressable I/O. We show the status of the hardware before it boots. To do this, we control the LED by other means.
Which means the end user can not take control of it.
