What controller are you running PAC Control on?
If its an EPIC you can use the groov Manage network tool called ping to check that your EPIC and RIO are on the same network.
If you are using a PAC Controller you might need to double check the IP addresses and subnet mask for the two interfaces and ensure that the correct port is being used for the RIO network.
In other words, start with the basic network connection before working with PAC Control.
