Trouble Opening SoftPac Monitor

I try to open SoftPACMonitor.exe and an error pops up regarding communication with SoftPAC (see picture below for reference). I can still run SoftPAC.exe though. I have been able to open it in the past so this is puzzling to me. Anyone else see something like this or might know what is going on?
