Video Gadget Refresh Rate Seems Wrong

I set my video gadget to a refresh rate of 1800 seconds which by my calculations is 30 minutes. However, I had someone walking in front of it and I could see them move. Can I assume the refresh rate is accurate? This is critical for us because it’s behind a cellular modem and we’ll get hammered by data charges if this thing is sending a jpeg every few seconds.
