Open old project file at Windows 7

i wish to open the project file from the old PC to the new PC.
At the old PC, the PC is using the Windows NT OS and using the opto22 version 3.1.
The new PC is using Windows 7 OS. I try to install the opto22 version 3.1 in the Windows 7 but fail and keep pop out bluescreen everytime i install it. Besides, i cannot open the project file using the PAC project 9.3
So, how can i open the project file at the new PC which using the Windows 7?

The bluescreen that appear during i install the factory floor 3.1 and 4.0 at Windows XP and also Windows 7, how to solve it?
